     Moved  the language  defining when  construction begins                                                                    
     from section  4 (uncodified  law) to  section 3,  so it                                                                    
     will  appear  in AS  08.18.161  with  the rest  of  the                                                                    
     exemption language.                                                                                                        
                                                                                                                                
Ms. Lucky  explained that  the change  would make  it easier                                                                    
for the public to look up, and obey, the law.
